Muscatine Community College in Muscatine The district consists of the Iowa counties of Clinton, Jackson, Muscatine, and Scott, and parts of Cedar and Louisa. EICCD is accredited by the Higher Learning Commission. HLC accreditation means the district’s programs meet or exceed the standards for academic excellence set for every public and private college in a 19-state region.
