The best one in New Hampshire - probably either Chester College of New England, or University of New Hampshire. But the better New England art schools are outside if NH: RISD, Yale, School of the Museum of Fine Arts Boston, Mass Art, BU, UMass Amherst, Maine College of Art, UConn, UMass Dartmouth, Lesley U, and Vermont College of Fine Arts.
I'm currently a senior in high school, and I'm planning to transfer to a university after my 2 years of college.

specifically attempting to find available webb site for earlier 1970's college name which was called New Hampshire College of Accounting and Commerce located at that time in Manchester, N.H. and may after expanded and moved to a larger campus in neihboring locale.

In Vermont you have 3 Colleges playing D3 Football:
Castleton State College (My co-worker's son plays for them and loves it). http://www.castleton.edu/ A beautiful little campus. Football is going into it's fourth year.
Middlebury College http://www.middlebury.edu/#story358567 . Don't bother unless you are filthy rich or so poor that you can get massive aid.
Norwich University. http://www.norwich.edu/ They are our nation's oldest military school. (but not everyone is in the corp of cadets).
FYI: Middlebury and Norwich both have excellent Rugby programs.

I live in New York - about an hour North from the city - and I'm starting to look at colleges. I ski, so I was looking into Vermont and New Hampshire. My mom mentioned Keene. None of my friends or family went up there, so I'm lost at the moment. Any ideas?

There aren't nearly as many schools in VT and NH as there are in NY and MA, but there's a pretty wide range academically. Check out Dartmouth College (Hanover NH), Franklin Pierce University (Rindge NH), Middlebury College (Middlebury VT), Norwich University (Northfield VT), Rivier College (Nashua NH), Saint Anselm College (Goffstown NH), and St. Michael's College (Colchester VT).
If you want to look closer to Boston without it being too urban, some good schools in the surrounding suburbs include Boston College (Chestnut Hill MA), Brandeis University (Waltham MA), Eastern Nazarene College (Quincy MA), Endicott College (Beverly MA), Merrimack College (North Andover MA), Stonehill College (Easton MA), and Wheaton College (Norton MA).

I've had a weekend home in New Hampshire for over 10 years. I want to go to college in New Hampshire, but I'm currently a resident of connecticut. Could I get a New Hampshire license, then claim my weekend home as my primary residence so that it lowers my cost for school?

No, that won't work.
Owning property does not make NH your domicile (necessary for residence). You have to have LIVED there full time for it to be your domicile for tuition purposes. Your drivers license will have the date it was issued on it.

Dartmouth is the best school in New Hampshire.
There aren't many other good schools in New Hampshire--all the others are in the lower tier. The somewhat decent ones would be University of Hampshire and Franklin Pierce.
I know they are quite similar, but which town is there more to do (bars, parties, night life, clubs, sports, extracurricular activities)? Which is better for a Communications major?

Shouldn't you be focused on education young man? lmao you gotta love the moms that patrol yahoo answers. well, plymouth state has a proud football tradition that produced a NFL running back (Joe Dudek). which is pretty good considering there D3. the town it self is pretty small but what ive heard theres a ridiculous amount of parties right off campus, literally down the street. if you check for farts a sororities on the school website u wont find any frats even though there is 3 i believe (disrecognized by the school for pretty much having to much fun) and theres only one recognized sorority even though there is more that 4. um clubs and extracurricular are popular including ski and snowboarding considering that theres a mountain close by. they even give out mountain package when you go there! Not sure which school is stronger in communications but all i know is that i plan on going there next year, double majoring hopefully in environmental studies and political science and having one hell of a time. hope this helped!
